The MHW First Responders & Community Youth Summit

The MHW First Responders & Community Youth Summit was created for communities across urban and rural county lines of America. It was initially created by Million Heir-Williams who was a county commissioner for Onslow County, North Carolina at the time. Upon her exit from the office, she wanted to leave a legacy for her community. Heir-Williams saw a need and wanted to be part of the solution. Hence, the program was created and developed.

The mission statement of the program is, “Rebuild and strengthen the lines of communication between community youth and first responders. To create and safe and healthy environment for all people.”
The program develops trust between law enforcement and youth while enhancing public safety.
Additional benefits include:
  • Helping to reshape the attitudes of police in the community.
  • Officers feel more effective and appreciated in their roles in the community.
  • Helps the youth understand the vital roles of First Responders.
  • Helps youth determine if they would like to choose a career field as a First Responder.
Since the program’s inception, Heir-Williams and her husband moved to California. She included the Chamber of Commerce to help spearhead the program. Heir-Williams always knew she wanted to continue to build on the program and include a wider audience of stakeholders at the table. Therefore, the program expanded to include the medical profession and emergency medical technicians.
The most recent move to Texas has furthered the program’s ability for long-term sustainability and ongoing dialogue between the stakeholders on a quarterly basis to ensure the most effective communication remains. Here in Texas, we have included the constable and 911 Dispatchers as well.
The annual budget for the annual program is approximately $10, 500.00 to engage all the stakeholders and the administrative cost associated to ensure the success of the program. These costs include the financial awards to the youth involved in the essay and the program flyer contest. See the full program for complete line-item budgetary expenses.
The recent additions to the programs are as follows:
Plaque awards for the selected winners of the 1,000 to 1,500-word essay and the program flyer contestant. Additionally, the Student Advocate Advisory Council.
